Assistant Registration and Identity Management Officer Organizational Setting and Work Relationships The Assistant Registration and Identity Management Officer assists in the management and oversight of UNHCR’s registration procedures as well as related activities in the Operation. The Assistant Registration and Identity Management Officer is normally supervised by the Registration Officer. The Assistant Registration and Identity Management Officer assists with the implementation of an operation-specific registration strategy, to ensure that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions. The Assistant Registration and Identity Management Officer provides day-to-day support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Assistant Registration and Identity Management Officer collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions and programming and planning. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties – Assist in the implementation of appropriate registration strategies and methodologies for populations of concern in compliance with the protection strategy of the operation and ensuring that registration standards are met. – Assist in the drafting and implementation of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud. – Assist in the implementation of appropriate procedures and systems for the assurance of quality registration data through continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents. – Assist in conducting regular data quality checks to monitor the accuracy of data collected. – Assist in the development of mass information campaigns to ensure that persons of concern have accurate information on registration procedures. – Liaise with Government authorities and partners as necessary for delivery of assistance and other registration-related activities. – In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and registration data reports on persons of concern. – Contribute to training and internal capacity building of UNHCR staff in registration, including on-the-job coaching and guidance. – Enforce compliance by UNHCR staff engaged in registration and related activities with UNHCR standards and policies and operation specific SOPs for all aspects of the registration operation. – In consultation with the supervisor, make decisions relating to the day-to-day operations of the registration unit and ensure registration procedures are efficient and effective. – Draft and submit reports and statistics related to registration. – Perform other related duties as required. The Assistant Registration and Identity Management Officer is expected to possess excellent knowledge of UNHCR Registration and Identity Management Guidance and Procedures as well as International Protection Principles. The incumbent is required to have experience in UNHCR’s registration, documentation and data management systems for asylum-seekers and refugees including PRIMES applications (RApp, BIMS, proGres). The Assistant Registration and Identity Management Officer is also expected to demonstrate solid understanding of civil registration standards, Digital ID initiatives and population registers systems. The incumbent must possess excellent written and oral communication skills. Strong team building, managerial, planning, coordination and representation skills are also required. Prior experience in working with government and humanitarian partners is essential for the nature of the position and the operational context; the ability to handle multiple competing priorities and time management skills are equally indispensable for the position.

Nature of Position:

The Assistant Registration and Identity Management Officer will be based at the Country Office in Addis Ababa and will report to the Senior Registration and Identity Management Officer. The Ethiopia Operation is in the process of a phased resumption of all registration and identity management activities, jointly with the government counterpart the Refugees and Returnees Service (RRS), utilizing proGres v4, RApp and UNHCR’s Biometric Identity Management System (BIMS) for all registration activities. The incumbent will assist in the management and oversight of UNHCR’s registration procedures as well as related activities across the operation. The Assistant Registration and Identity Management Officer will also assist with the implementation of the Registration Multiyear Strategic Plan of Action 2023-2026, to address the registration and documentation backlog in the country and to ensure that registration is effectively used for the identification of specific protection needs and for the achievement of durable solutions. The incumbent will provide support to UNHCR and RRS staff engaged in registration and related activities and will monitor the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Assistant Registration and Identity Management Officer collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities, namely RRS, and partners on the provision of quality population data for the delivery of targeted protection or assistance interventions and programming and planning. The incumbent will support in strengthening the capacity of the government counterpart RRS in the areas of registration, documentation, and digital initiatives during the joint registration implementation period of 2023-2026, in order to gradually hand over the registration and IDM activities.

Living and Working Conditions:

Addis is the capital of Ethiopia. the city has an estimated population of 3 million inhabitants. It is where the African Union is headquartered. It also hosts the headquarters of the United Nations Economic Commission for Africa (ECA), as well as various other continental and international
organizations. Staff resides in commercial accommodation available in town (cf. UNDSS TRIP WEBSITE for the list of UN recommended hotels). There are limited medical facilities in Addis that are equipped to deal with moderate medical cases. Evacuation opportunities are also limited.
However, air ambulance evacuation can be organized for life- threatening emergencies during daytime. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised.

The climate of Ethiopia and the regions varies greatly. It is temperate on the plateau and hot in the lowlands. Generally, the high elevation of the land affects one’s adjustment to the environment. At Addis Ababa, which ranges from 2,200 to 2,600 m (7,218 to 8,530 ft), the maximum temperature is 26 °C (78.8 °F) and minimum 4 °C (39.2 °F). The weather is usually sunny and dry, but the short (belg) rains occur from February to April and the large (meher) rains from mid-June to mid-September.

The economy of Ethiopia is a mixed and transition economy with a large public sector. The Government of Ethiopia is in the process of privatizing many of the state-owned businesses and moving toward a market economy. However, the banking, telecommunication and transportation sectors of the economy are dominated by Government-owned companies.

The local currency is the Ethiopian Birr. Foreign currency may only be changed at authorized banks and hotels. Exchange of foreign currency outside the regulated banks (Black Market) is a criminal offence, and international UN personnel caught by police sting operations have been
known to be arrested and detained for several days. Any entry or exit of cash in excess of US$3,000 (or the equivalent in other foreign currencies) must be declared to the customs authority.

ATM cash withdrawals are largely available in Addis. AMEX is generally not accepted. Payment with credit card is possible in a few selected shops and tourism areas, but this form of payment is expanding. There is an acceptable access to communication means, such as internet, telephone sim cards etc. PAMA is also available at the Offices.
