NIRAS is looking for seven State Level Coordinators (SLCs) to be included in our pool for a new EU-funded Technical Assistance and Partnership Facility in Somalia. The overall objective to which this action contributes is promoting and strengthening the EU’s engagement and cooperation in Somalia in pursuit of the 2030 Agenda for sustainable development. The specific objectives of this contract are as follows: – Specific objective 1: To strengthen the capacity of the government of Somalia (at state and federal levels) in particular the Ministry of Planning to deliver on their mandate with respect to the National Development Plan. – Specific objective 2: To strengthen identification, formulation, implementation and monitoring of EU funded programmes in Somalia, including the coordination of Team Europe Initiative covering renewable energy, environment, climate change adaptation and natural resources management. – Specific objective 3: To enhance partnerships, collaborations and facilitation of policy dialogue on key topics relevant to the EU-Somalia cooperation. It is expected that seven (7) local coordinators (long-term, full-time) will be embedded in the Ministries of Planning at Federal and Federal Members States and Benadir Administration (BRA) and Somaliland. As a full-time position, experts will provide 660 working days over a period of 36 months. All experts must be independent and free from conflicts of interest in the responsibilities they take on.
Qualifications required:
– University degree in social and political science, economics, planning or related field. – Excellent communication skills, both in written and spoken English and Somali language.
Professional experience required:
– At least 5 years’ experience in development projects. – At least one experience in facilitation of multi-stakeholder workshops/consultations. – Extensive knowledge of the local context.
