NIRAS is looking for a KE2 for a new EU-funded Technical Assistance and Partnership Facility in Somalia. The overall objective to which this action contributes is promoting and strengthening the EU’s engagement and cooperation in Somalia in pursuit of the 2030 Agenda for sustainable development. The specific objectives of this contract are as follows: – Specific objective 1: To strengthen the capacity of the government of Somalia (at state and federal levels) in particular the Ministry of Planning to deliver on their mandate with respect to the National Development Plan. – Specific objective 2: To strengthen identification, formulation, implementation and monitoring of EU funded programmes in Somalia, including the coordination of Team Europe Initiative covering renewable energy, environment, climate change adaptation and natural resources management. – Specific objective 3: To enhance partnerships, collaborations and facilitation of policy dialogue on key topics relevant to the EU-Somalia cooperation. The KE2 shall be based in Mogadishu for a long-term, full-time engagement of 660 working days, over a period of 36 months starting from 01/01/2024. Under the guidance of the team leader, the KE2 will support and report to the Team Leader, and will in particular be responsible for facilitating and coordinating the support to the Government, as well as the partnerships and policy dialogues aimed at strengthening the engagement with governments at both levels, the EU and other stakeholders. The KE2 will also be the key liaison person with the state level coordinators. All experts must be independent and free from conflicts of interest in the responsibilities they take on.
Qualifications required:
Minimum requirements: – At least a Master’s degree in one of the following fields: project management, international development, business administration, economics, public policy, statistics, political science or related field. In the absence of a Master’s degree, he/she should have at least a Bachelor’s degree in the disciplines above and an additional 2 years of the general professional experience. – Proficiency in English language (reading, speaking and writing). – Proficiency in Somali language (reading, speaking and writing).
Professional experience required:
Minimum requirements: – A minimum of 6 years relevant professional experience with/in the public sector including: At least 5 years work experience in countries in Fragile and Conflict-affected Situations for year 2023. – A minimum of 3 years of proven professional experience on issues related to institutional capacity building, coordination, or policy dialogue. – A minimum of 2 years of experience working at technical level in a Ministry, either in direct employment or providing technical assistance. Preferred Requirements: – Experience working at technical level in a Ministry of Planning or the Planning Function within a Ministry of Finance either in direct employment or providing technical assistance. – Experience with EU sectoral policies and external cooperation. – Experience working in/on Somalia is an asset.
