SUMMARY OF THE PROJECT
The project “EU Mousanada for Libya” is a facility that aims at supporting the development of more robust capacities for rights-based governance in Libya through the provision of support to selected public entities and line ministries as well as to the policy development and policy implementation in chosen sectors. It also supports evidence-based citizen-centred dialogue and decision-making around EU support to Libya by promoting multi-stakeholder policy dialogues and the roll-out of a robust third-party monitoring system for EU-funded interventions in Libya. The Mousanada project contributes to more credible, relevant, and efficient EU support and strengthens mutual accountability between the European Union and its Libyan counterparts. Mousanada is led by the EU Delegation to Libya and implemented by Cowater International.
SUMMARY OF THE POSITION
Mousanada Communication and Visibility action has two overarching objectives. First, it aims to support the project objectives’ implementation, and highlight the project activities’ impact on the Libyan beneficiaries. Second, it aims to advance the European Union’s priorities, engagement, and image in Libya by highlighting its efforts to address Libya’s development challenges.
In line with the “Communicating and raising EU visibility: Guidance for external actions 2022”, it is envisaged that the need for a Mousanada communication and visibility action plan comprising:
• An overall “Mousanada strategy”, defining the main communication objectives, audiences, targets, implementation and reputational risks and opportunities, key messages and the best channels and methods to disseminate messages and engage stakeholders in the Libyan context, including proposing targeted communication activities.
• Operational communication plan that includes all communication and visibility actions to be designed and implemented.
KEY RESPONSIBILITIES
The Communication Specialist will be responsible to:
– strengthen the communication, outreach, and advocacy efforts of the EU Mousanada Project as a whole;
– develop and lead the Communication Action Plan;
– supervise a communication officer and provide him/her with support/technical advice
He/she is required to coordinate with the Team Leader, Project Director, and the EU Delegation in Libya.
He/she would be responsible for the following:
• In a consultative manner, develop the EU Mousanada C&V action plan, present it to EUD and team members, integrate feedback
• In close consultation with Mousanada MEL expert:
o monitoring the impact of the C&V strategy through performance indicators and relevant quantitative and qualitative metrics, including press clips, social media reach and engagement, feedback from beneficiaries and stakeholders, survey analyses and other relevant instruments
o support the development of a Mousanada knowledge management strategy
• Coordinate the development of communication tools and channels outlined in the approved C&V action plan
• Sharing and mentoring the project NKEs and key implementing stakeholders to ensure consistency, unified messaging and maximising impact, including communicating the project´s objectives.
• Supervise a communication officer
• Oversee the services to be provided by external service providers (i.e. for the development of visual and print material)
• Support the Project Team Leader and NKEs in the management of communication-related activities throughout the duration of the project
• Coordinate Com&Visibility and implementation of work plans and ad-hoc products related to activities and events with the EU Delegation office in Libya
• Provide inputs to EU Mousanada interim reports
• If requested, develop coaching for the Libyan stakeholders in matters related to communication to be provided by the national consultant
JOB REQUIREMENTS
Education:
· A bachelor’s degree in communications, journalism, public relations, or any related field
Minimum Experience:
· At least seven years of related experience in communications strategy development and implementation
· Experience in EU Communication and Visibility
· Work Experience in working in fragile and conflict-affected environments is compulsory, experience in Libya is desirable
· Experience in developing communication strategies for public administration, reform, and EU technical assistance projects
Essential Skills:
· Understanding of the EU approach to democratic transition in post-conflict countries and rights-based governance
· Strategic thinker with meticulous attention to detail, ability to work under pressure, and ability to meet deadlines
· Excellent interpersonal and communication skills with the ability to multitask and adapt in a fast-paced environment
· Innovative, organised, and self-motivated with a keen interest in driving strategic messages to key internal and external role-players
· Demonstrates integrity, accountability, and high ethical standards
· Displays respect to national and international colleagues irrespective of their gender, religion, race, culture, and nationality
· Establishes, builds, and maintains teamwork and effective relationship with project staff
· Demonstrates vision, positive and constructive mindset, openness to innovative approaches, and willingness to transfer knowledge to the project team
· Highly computer literate with capability in email, MS Office suite, and related business and communication tools
· Content writing experience for all media platforms
· Proven social media and networking expertise
· Strategic and creative mindset
Language Proficiency: Advanced public speaking and writing skills in English, Arabic is an asset
