Cabo Verde became the first pilot Joint Office (JO) of the Ex-Com agencies (UNDP, UNICEF, UNFPA and WFP) on 1 January 2006. This was a major step of UN reform towards the harmonization and simplification of UN activities in small countries. A Joint Office model consists of a single UN office of the participating agencies, led by one representative who equally represents all the participating agencies. The JO has one organizational structure and a single programme/common country programme encompassing the activities and mandates of all participating agencies, and uses one set of business processes, rules and regulations under a “support agency” arrangement and agency. In Cabo Verde, the UNDP system is used. The Joint Office comprised by 3 agencies – UNDP, UNICEF and UNFPA is presently leading in the implementation of a new UN Sustainable Development Cooperation Framework which is, fully aligned with the National Sustainable Development Plan and with Agenda 2030. A joint UNDP, UNFPA and UNICEF Common Country Programme Document (CCPD) for 2023-2027 is based on four results areas aligned with Sustainable Development Goals (SDGs) (People, Planet, Prosperity, and Peace), with a strong focus on building systems and partnerships for SDG implementation in the country, leading to the need for innovative, creative and integrated solutions both on programme and operations.
Post Context
Under the direct supervision of the Deputy Resident Representative and the overall guidance of the Resident Representative representing UNDP, UNFPA, and UNICEF in Cabo Verde, the Programme Specialist is responsible for the management of the Joint Office programme in the governance area, with special emphasis on public administration, parliamentary affairs, the judiciary as well as inclusive participation and gender equality.
The Programme Specialist analyzes political, social and economic trends and leads the formulation, management, evaluation and reporting of programme activities within his/her portfolio and provides strategic upstream policy advisory services to the CO management and government.
The Programme Specialist leads the formulation of strategies and briefing notes on Governance to the Country Office management. The Programme Specialist will represent UNDP in Governance thematic group meetings as requested by his/her supervisor.
The Programme Specialist supervises governance project staff, and national consultants including the JO’s technical advisors and experts.
S/he works in close collaboration with the JO programme and operations teams, programme staff in other UN agencies, UNDP HQ staff and Government officials, technical advisers and experts, multi-lateral and bi-lateral donors and civil society organizations ensuring successful JO governance programme formulation, implementation and delivery of transformational development results.
S/he will be responsible for resource mobilization and leads the policy and programme strategic thinking and visioning exercise in a bid to make the JO the development partner of choice for the government, bi-lateral and multi-lateral partners in the governance area.
1.) As a member of the CO management team, ensures the strategic leadership of the JO programme team in Governance focusing on achievement of the following results:
– Thorough analysis of the political and economic situation in the country and collaborative preparation/revision of Common Country Assessment (CCA) and UN Sustainable Development Cooperation Framework (UNSDCF) as well as to the preparation/revision of the Common Country Programme Document (CCPD), Integrated Work Plan (IWP) and other strategic documents.
– Excellent understanding of the governance system in Cabo Verde and identification of opportunities and challenges to which the advisory support and program needs to respond.
– Excellent understanding of the macroeconomic situation in Cabo Verde and identification of challenges and opportunities to which the Program needs to actively respond.
– Identification of strategic programme areas of cooperation.
– Operationalization of UN Sustainable Development Cooperation Framework (UNSDCF) in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming.
– Analysis and presentation of relevant JO policies and their implementation in the JO.
-Effective application of gender equality approaches in governance, delivering on gender equality results in line with Common Country Programme Document (CCPD), and according to UNDP, UNFPA and UNICEF corporate gender strategies and action plans.
-Country Office business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.
2.) Ensures effective management of the CO programme on governance and supervision of the Programme team in the area of Governance focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
-Design and formulation of CO programme within the area of practice, translating priorities into local interventions. Coordination of programme implementation with the executing agencies.
-Effective application of Results based Management (RBM) tools, establishment of management targets Business Score card (BSC) and monitoring achievement of results.
-Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. Incumbent performs the function of Programme Manager in Quantum for development projects transactions approval.
-Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
-Follow up on audit recommendations. All exceptions are duly monitored and timely reported.
-Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
-Organization of cost-recovery system for the services provided by the JO to projects in close collaboration with Operations Manager.
3.) Establishes and maintains strategic partnerships and supports the resource mobilization in cooperation with the Management Support and Business Development Team focusing on achievement of the following results:
-Implementation of the JO partnerships and resources mobilization strategies to achieve programme outcomes.
-Creation and coordination of partnerships with the UN Agencies, International Financial Institutions (IFIs), government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
-Determination of programmatic areas of cooperation, based on strategic goals of UNDP, UNFPA and UNICEF, country needs and donors’ priorities.
-Develop flagship funding proposals and lead resource mobilization efforts;
-Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
-Ensure transparency and accountability and transparency for sustainable partnership with UN agencies, donors, and relevant stakeholders.
-Develop communication tools and implement a communication for development plan
4.) Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
-Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
-Coordination of development of policies and institutions that will address the country’s problems and needs in collaboration with the Government and other strategic partners.
-Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
-Sound contributions to knowledge networks and communities of practice.
-Organization of training for the operations/ projects staff on programme.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
