Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also works for other national and international donors. With its partners in Belgium and abroad, Enabel offers solutions to address pressing global challenges – Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality – and to promote Global Citizenship. With 2,000 staff, Enabel manages about 170 projects in twenty countries, in Belgium, Africa and the Middle East.
Background
In its current portfolio (2019 -2024) Enabel is carrying out interventions in three sectors with strong private sector development (PSD) components in Agriculture, Social Protection and Urbanisation. Private sector development support to these interventions is delivered by a transversal operating team of PSD experts, organized in a PSD-cell.
Agriculture: Partnership for Inclusive and Resilient Small stock Markets (PRISM, 2019) intervention is supporting the development of pig, poultry and animal feed value chain. The intervention is jointly implemented by Enabel and IFAD each with a specific but complementary focus. Where as PRISM IFAD focusses particulary on the strenghtening of smallholder households, PRISM Enabel is targeting both SHFs and larger sector actors. SHF are strengthed in their technical and business capacities facilitating their transition from traditional to market oriented productions system: linking them up with medium and larger scale SME in the poultry and pig value chains, using the contract farming model. Access to finance and the strengthening business skills are main areas where PSD expertise is called upon.
The need for PSD support in the agriculture sector has recently increased with the implementation of Kwihaza (2023 – 2026) an intervention focusing on the development of the aquaculture-fisheries and horticulture sector jointly financed by the EU and Luxemburg Cooperation.
Social Protection: A regional portfolio intervention with a focus on Central Africa (2022-2026) implementing activities in DRC, Rwanda and Uganda with the long-term ambition to increase decent work job opportunities for youth and women of working age as a means to improve their living standards as well as to contribute to the promotion of their sustainable and inclusive socioeconomic development. It promotes research and learning, knowledge and experience exchange, and networking among stakeholders and practitioners of the labor market sector in most member countries of the East African Community. Access to finance and development of business skills for the target group – youth and women – is a key element of the intervention that is supported by the PSD support cell.
Urbanisation : Supporting the Government of Rwanda through Rwanda’s Local Administrative Entities Development Agencies (LODA) in implementing an Urban Economic development project in two secondary cities of Rwanda and one satellite city Districts of Rwanda (Rubavu, Musanze and Rwamagana). The overall objective reads as follow “The urban infrastructure for inclusive and sustainable economic development is functional and expands further.” The program has two outcomes: Sustainable and resilient urban development is enhanced and Inclusive economic development is promoted, especially in the Made In Rwanda construction sector in the districts of Rubavu, Musanze and Rwamagana.
As the current portfolio is ending in June 2024, a new portfolio (2024-2029) is in the process of formulation maintaining a focus on Agriculture and Urbanisation, while continuing the implementation of Social Protection (end 2026). In this context, the transversal PSD expertise approach will be continued (details still under discussion) and carried for the coming years.
Job description
The Expert reports to the Country Portfolio Manager and will act as Enabel’s key focal point in relation to private sector development and will assure coordination of the team of experts, the implementation & follow-up of all private sector development activities within Enabel’s interventions in close coordination with the different intervention managers and Rwandan counterpart institutions.
Responsibilities:
– You contribute to the implementation of the projects by taking part in the planning, execution, coordination, and monitoring and evaluation of activities;
– You promote private sector investment and inclusive and sustainable value-chains development for Enabel;
– You actively assist the local authorities in developing appropriate financial mechanisms to support the private sector and elaborating public private partnerships (PPP) mechanisms;
– You support the improvement of business development services (BDS) in the areas of intervention including increasing access to markets, decent jobs creation and the promotion of regional trade;
– You advise on the basis of your technical expertise, in order to achieve performance in accordance with national and international norms and standards;
– You organise knowledge building and knowledge management in order to create an inclusive, informed climate of trust within the project;
– You contribute to capacity development of partner organisations (various ministries, local administrative entities, Rwanda Agriculture Board, Private Sector Federations, Development Bank of Rwanda…).
Your profile
Required qualifications
· Master’s degree in Economics, Business Administration or a relevant discipline.
Required experience
· At least 5 years of relevant experience in supporting Enterprise/Private Sector Development initiatives such as business development and advisory services (technical/vocational skills and entrepreneurship trainings, coaching, post training support), access to finance (working capital and equipment/technology financing), access to markets (information and linkages), PPPs, Business enabling environment, PSD policies and strategies formulation and implementation, etc;
· At least 2 years of experience working for donor funded projects promoting economic and/ or social development;
· An international experience (i.e. in the international development sector and outside your country of origin) is an asset.
Required skills and knowledge
· Good knowledge of aspects of international development (context, challenges, application, partners, functioning…);
· Strong knowledge in enterprise/private sector development approaches such as market systems development, inclusive access to finance, value-chains development, local economic development, micro/small & medium enterprises (MSME) regulatory framework, decent job creation, etc;
· Strong interpersonal skills and ability to develop collaborative relationships;
· Ability to implement a change process;
· Knowledge management and knowledge building;
· You are result oriented;
· Ability to use new technologies used in the area of expertise;
· You are fluent in spoken and written French or Dutch. Considering the working language of Rwanda and the international environment in which you work, excellent knowledge of English is required. Knowledge of Kinyarwanda will be considered an asset.
