FS, Design, and supervision of works for the closure of Granville Brooke and Waterloo dumpsites
The consulting services aims to provide “feasibility and engineering/technical (design) services for the closure of Granville Brooke and Waterloo dumpsites “. As both the Granville Brooke and Waterloo have exceeded their holding capacities,” the dumpsites have already reached and continued beyond their intended solid waste disposal capacity, having been pushed beyond their boundaries due to poor operational practices.
Objectives of the Assignment
The overall objective is to undertake a study to determine feasible closure options and prepare design and tender documents for the closure of the Granville Brooke and Waterloo dumpsites in line with specific objectives highlighted thus;
Specific objectives of this assignment consist of the following parts:
· Assess the overall feasibility of the proposed actions – identify the requirements and assess alternative options for closing the dumpsites.
· Provide preliminary and detailed designs for the proposed works
· Draft bidding documents
· Supervise the closures and construction works
Scope of Work
The assignment would mainly cover the following closure stages of the dumpsites;
a). Physical closure; (The action by which the necessary measures for safe closure should be applied to the entire disposal area)
b). Post closure management; (The management activities necessary to maintain and monitor the dumpsites facilities such as the leachate treatment, disposal site gas treatment, cover soil etc. The activities also include the environmental monitoring, disposal site stabilization monitoring and management of information/records of the closed disposal sites)
c). Post closure land use; (The re-utilization of closed dumpsites for purposes other than for waste filling. The post closure management activities should be continued throughout the post-closure land use)
Tasks of Work
The tasks shall include, not limited to
1. The engineering consultant shall undertake the following activities:
· Part 1: Feasibility study and community Facilitation
· Part 2: Preliminary and detailed design
· Part 3: Bidding documents
· Part 4: Construction Supervision
The requested SWM Expert must have the following profile:
Solid waste management specialist, Civil / Environmental Engineer 7,5 Man/Months
Postgraduate degree in Civil Engineering/Environmental or Solid Waste Management with strong experience in the design, construction and remediation/closure of control dumpsites and engineered landfills, liner barrier protection systems, and sanitation and leachate management systems. At lease 10 years of professional experience
Experience in Waste management and urban infrastructure projects
must at least executed three (3) similar assignments
