1.Purpose of consultancy
The main objective of this consultancy is to conduct communication and use of health data from all key sources with the aim to improve emergency response efficiency effectiveness, and timeliness in the EMR.
2.Background
The mission of WHO’s Health Emergencies Programme (WHE) (The Programme) is to build the capacity of Member States to manage health emergency risks and when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and other health emergencies and to provide effective relief and recovery to affected populations.
The Health Emergency Information and Risk Assessment Unit (HIM) is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.
3.Work to be performed
The consultant shall undertake the following deliverables:
Output 1: Provide technical communication support related to health emergencies information and communication to improve information sharing between institutions and respond to communication requests from the technical teams, Member States and partners in consultation with HIM technical team.
· Deliverable 1: Produce health emergencies HIM-related communication material to be used for training and/or wider information purpose such as a training guide.
· Deliverable 2: Draft the communication plan for HIM with the technical experts and HIM management
Output 2: For the duration of the consultancy, update HIM information products and advocacy material for stakeholders.
· Deliverable 2.1: Draft of HIM bulletins and quarterly reports.
· Deliverable 2.2: Work with the Working group on the optimization of WHE outputs
· Deliverable 3.3: Draft the advocacy material for HIM IDS, Response monitoring, HeRAMS, Public Health Intelligence projects
4.Qualifications, experience, skills and languages
Educational Qualifications:
Essential: University degree in communication, journalism or related field.
Desirable: Advanced degree in communication, journalism or related field
Training in communication and health, or related disciplines.
Experience:
Essential: At least 2 years of progressive experience in communication, including in the broader range of print, media and social media, as well as a familiarity with health issues.
Skills/Technical skills and knowledge:
· Theoretical and practical knowledge of writing, and of developing communication content for a broader audience.
· People’s skills, especially coordination among a multi-disciplinary team.
· Use of computer software
Languages and level required:
Essential: Excellent Knowledge of English and Arabic Language.

6.Planned timelines (Subject to confirmation)

End date: 9/03/2024
7.Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
8.Travel
The selected Consultant will not be expected to travel.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
