UNDP is the United Nations largest agency with a mandate to eradicate poverty, through sustainable and inclusive human development. UNDP has been in Nigeria since the country became independent in 1960 providing capacity building and policy development support to the Federal Government of Nigeria in areas of Governance & Peace Building, Inclusive growth, and Sustainable Development. UNDP continues to support the government in the implementation of development interventions aimed at meeting medium to long term goals enshrined in National and Subnational development plans as well as the Sustainable Development Goals. UNDP is implementing the Regional Stabilisation Facility, which is a rapid-response package aiming to achieve the immediate stabilisation of specific target areas of Borno, Adamawa, and Yobe States. The RSF is designed to deliver three programmatic outputs, including 1) Community Safety and Security Improved, 2) Essential infrastructure and basic services functioning, and 3) Livelihood opportunities available for all households. Pursuant to the safety and security output, the RSF is collaborating with the National Human Rights Commission (NHRC), Grassroots Initiative for Strengthening Community Resilience (GISCOR) and the Nigeria Bar Association (NBA) to promote and protect human rights, enhance access to justice through the functionality of the court and support the RSF with the mobilisation of target communities and reinforce service delivery and then role and participation in the stabilisation efforts. Despite notable successes emerging from engagements with the implementing partners, questions have been raised about the quality of engagement at the community level and the substance of reports for IPs on interventions of the RSF. Capacity limitations among IPs have meant the RSF is losing a great opportunity not only to document and disseminate emerging lessons learned and best practices but also to showcase the transformative impact of the RSF’s interventions in the Northeast of Nigeria. To remedy this situation, the RSF has decided to adopt a tightly focused approach to engaging and supporting IPs for the effectiveness of delivery and the quality of impact of the RSF in the target locations.
Under the supervision of the Rule of Law and Human Rights Specialist, the Project Officer(s) – Community Mobilisation shall support the community engagement work of RSF in the target communities. S/he shall facilitate and support the implementation of activities on community safety and security, including the functionality and effectiveness of Community Stabilisation Committees, community security groups and the justice and human rights platforms. The Community Mobilisation Officer shall maintain a close working relationship with UNDP colleagues in the Northeast sub-office, IPs, and local government authorities at the community levels. This shall provide technical support to planning, data collection and reporting in ensuring alignment with the RSF community engagement strategy and priorities. S/he shall – A. Project development and implementation. • Support the RSF partners and field-level engagement to integrate participatory and community-based approaches in project planning and design, implementation and monitoring and reporting and evaluation on programme implementation. • Support the review and production of community mobilisation training materials and tools to encourage and promote engagement, dialogue, and collective action in furtherance of social cohesion, safety, security, and stability of target communities. • Support the implementation of stabilisation and social cohesion interventions through planning, monitoring and evaluation of community programmes and interventions. • Identify emerging issues, contextual challenges, and limitations pertinent to stabilisation and social cohesion and support community members and implementing partners to refine implementation strategies for effective outcomes. • Support the formulation of key communications and advocacy messages emerging from lessons learned, assessments, research and evidence gained through the implementation of the RSF in the target locations. B. Knowledge management, influencing and advocacy. • Develop knowledge of local and community actors and institutions and key decision-making structures and strategies of how to influence them. • Initiate and support advocacy, communications, and other activities to inform and persuade community people, their organisation and community leaders and authorities of the relevance of their participation in the RSF and RSC. • Support building systems for research, analysis and documentation that underpin evidence-based advocacy and influencing at the level of the community. • Develop a feedback mechanism for communicating engagement, participation, and collaboration on the RSF and RSC programmes. • Produce reports, briefing papers and presentations for internal and external audiences as directed. C. Partnership, collaboration & representation • Develop and sustain strategic relationships with other agencies engaged in advocacy and policy work. • Support maintaining a network of external contacts with key individuals in the government, NGO sector, civil society and the media at the community and state levels. • Support the development and facilitation of capacity building interventions for implementing partners in facilitation, advocacy, communications etc. • Represent the program and consortium at key events and identify and seize opportunities for advocacy at the state and LGA levels, as directed. • As and when required, represent the RSF and RSC at the community level to a variety of external audiences, including LGA, humanitarian actors, the media etc.
