Sheladia Associates is seeking a professional Institutional Management Specialist to join our team for a Connectivity and Rural Transport Project7 (CTR) proposal in Mozambique.
Specific Duties for this position will include:
· Assist the Client to procure technical assistance contracts for policy and institutional reform at the national level, focused on improved financing for road maintenance
· Accurate monitoring and reporting of road sector policy and institutional reforms, the flow of funds to the sector, and achievement of the Conditions Precedent
· Assist the Client to coordinate government Ministries, Departments and Agencies whose collaboration is critical in realizing short-term national PIR reforms that will underpin satisfactory achievement of CPs during the compact pre-EIF period and in preparing the required policy, institutional and legal instruments, including a national PIR implementation plan, for the post EIF period. Assist the MCA to prepare inter-agency agreements as required
· Advise on policy, institutional and legal issues that impact on public sector financial management in Mozambique.
Required Qualifications:
· Post graduate degree in Planning, Economics or an equivalent directly related discipline.
· A minimum of 20 years overall experience.
· Minimum 10 years’ experience in a management, technical or advisory position on public sector financial management in a government institution in sub-Sahara Africa.
· Minimum of 5 years’ experience as advisor to senior management of government institutions on sector policy, institutional and legal issues that impact on public sector financial management, particularly road sector institutions and sustainable financing for road maintenance.
· Prior experience must include advising on policy, institutional and legal issues that impact on public sector financial management in Mozambique.
· Fluent in English and Portuguese language.
