Team Leader for Construction Supervision of Fecal Sludge treatment Plants Contract Management and Capacity Building of Five secondary cities
General Description
The construction of the Fecal Sludge Treatment plant will be carried out in selected five Cities grouped in to two Lots as described in section 1.1. The Treatment plant will serve the 5-year horizon and will continue to serve the 10 year and 20-year Design period at a decreased loading rate as indicated in the Feasibility and Detail Design Studies Project Reports. The Recommended Fecal and Septage Sludge Treatment plant could consist of two alternatives: –
1) Standalone complete treatment of Solids and Liquids of the Sludge
2) Co-treatment of the sludge with wastewater treatment plant
The planned stand-alone option of Fecal Sludge treatment pants consist of solid-Liquid separation units, solid Treatment and liquid treatment units/trains (for the 5- and 10-year design Horizons) as follows: –
a) Solid- Liquid Separation Units may consist, but not limited to, the following: –
– Fecal Sludge receiving unit with Screenings and Settling-thickening tanks
– Drying Beds (Unplanted and Planted) and Anaerobic Digestion
– Stabilization Unit and Co-compost unit
– Solar Drying Technologies if any and Storage Unit
– Any appropriate anaerobic system
b) Liquid Stream
Secondary treatment units may consist, but not limited to, the following;
– Anaerobic Baffle Reactor (ABR) with/without equalization tank
– Constructed Wetlands and/or Lagoons
– Mixing Chamber with pumps (liquid from Drying Bed and from Settling tank mixed and pumped to constructed Wetland
Tertiary treatment units may consist, but not limited to, the following;
– Chlorination Chamber and De-chlorination Unit
– Polishing ponds
c) Solid Stream
Solid/Sludge treatment units may consist, but not limited to, the following;
– Drying bed (unplanted) and Drying bed (planted)
– Anaerobic Digestion and Stabilization Unit
– Co-compost unit and Solar Drying Technologies
– Any appropriate anaerobic system and Storage Unit
d) Ancillary Structures includes, but not limited to, the following;
– Laboratory (also to be used for the future wastewater treatment plant) and Control Building and Chemical Building/Store
– Guard House, Fence and gate
– Outfall structures to the nearby natural drainage lines or lakes
– Landscape, internal road and Internal Piping
The Co-treatment option of fecal sludge treatment recommends no separate liquid treatment and is planned beyond the 10-year horizons.

1 Scope of the Consultancy Services
The scope of the service includes, but not limited to, the following: –
(a) Design verification of major components of the treatment facilities, early first stage and intermittently,
(b) review and validate/approve (Technical Specification, drawings, BoQ with their unit rates…etc.)
(c) construction supervision and contract administration work of the five cities Fecal and Septage Treatment plants.
(d) Quality control, safety and associated right of way issues(from transport, influent and effluent end)
(e) Monitor the operation and maintainace process following the commissioning protocol,
(f) Enhance the Client capacity on the fecal sludge treatment, transport, desludging environment handling, technical documentations and all related issues
(g) Submit deliverables according.
(h) The construction supervision and contract administration work contract are time–based contract and the contract period is estimated to be forty-two (42) months. The estimated time includes three (3) months of time for reviewing (BoQ with its Units rates, Drawings) and preparing Tender document as per the World bank Standard Bidding document format, fifteen (15) months for the construction supervise and twenty four (24) months for operation supervision with limited necessary human resources, as indicated in table 1
(i) The Consultant is expected to visit all the Five (5) FSTP sites before commencing the Work.
The Profile of requested Expert
Team Leader
A competent professional Team Leader as a project management unit leader and shall have, but not limited to, the following responsibilities: –
(a) Shall facilitate, coordinate and Lead the design review, construction supervision and contract administration work and is responsible for proper implementation of the supervision assignment.
(b) He / She must ensure that all written correspondence be made through him.
(c) He / She must ensure that all payment requests shall be on his/her proposal and upon his/her delegation (in case);
(d) He/She will advise the Employer for any possible means to accelerate the construction work;
(e) He/She will capture the minutes of meeting for any meetings that will be held between the consultant and the Employer.
(f) Facilitate the coordination between the Contractor and the respective local stakeholders.
The Team Leader would see through the complete and satisfactory delivery of the project by managing all resources across the project and dealing professionally with all key stakeholders.
This post is desired to be filled by the same professional for the complete contract period. The professional is expected to be a senior professional with the following qualifications:
Education: – M.Sc. / B.Sc. degree or above in Water and Wastewater engineering, Sanitary Engineering, Hydraulic Engineering, Civil Engineering, other related engineering fields.. Experience in similar environment is an added advantage
Qualifications (work experiences): – 15 years relevant experience in diverse areas including 5 years of Wastewater/FSTP projects management, 10 years of study and design of Wastewater/FSTP projects, and 5 years of management of the supervision of Wastewater/FSTP projects. The expert shall present his professional Certificate renewed for the fiscal year
