1. Nature of the consultancy
The objective of this consultancy is to facilitate the development of the manual of best practices on the investigation and prosecution of trafficking in Persons (TiP) and Smuggling of Migrants (SoM) cases in Africa, in consultation with the relevant national partner and IOM.
This Manual will gather best practices from areas of interest in relation to TiP and SoM, namely investigations techniques, victim-centered approach successful practices, witness protection measures, mechanisms using digital evidence, etc. It will contain a variety of initiatives implemented by the African Members States that may be regarded as best practices (i.e., continuous, widely accepted, replicable, and may be applied in different contexts) and identified as such by the African prosecution authorities.
Under the direct supervision of the Project Management Team, the consultant will be responsible for gathering inputs and developing the Manual from existing literature, through consultations with the prosecution authorities, and groups of experts if/when identified, that will be established to provide technical inputs and guidance into the development of the Manual.
2. Project Context and Scope:
This consultancy comes under the Africa Regional Migration Program (ARMP) funded by the U.S. Department of State Bureau of Population, Refugees, and Migration. The program has three outcome areas which are (i) Migration Management, (ii) Partnerships and (iii) Crisis Response. This activity/ consultancy comes under the second Outcome area with the aim of enhancing partnerships and strengthening national and regional capacities on migration management component.
