Project Description
The purpose of IPL is to increase safe and equitable non-formal learning opportunities for out-of-school youth, with a tailored approach for girls, to develop the foundational or vocational skills needed to transition into formal education or employment. The Activity will accomplish this through three objectives:
Objective 1: Increased access to safe, quality, flexible learning opportunities that strengthen youth participation in education and improve learning outcomes
Objective 2: Educators are trained and equipped to deliver quality, safe, equitable and contextually relevant learning opportunities.
Objective 3: Parents, caregivers and community leaders can better support, value and ensure safe, equitable and contextually relevant learning opportunities.
Position Description
The Local Capacity Development Manager will establish and lead local organizational development for the Activity, with a focus on supporting the ability of local partners and education institutions to provide successful, integrated non-formal education programming. Collaboratively with the local partners, the manager will assess and ensure response to capacity needs, with a focus on delivery of safe, conflict sensitive literacy, math, and social-emotional learning content. Specifically, the Manager will:

The Local Capacity Development Manager is a full-time position reporting to the Chief of Party, and is based in Niamey, Niger and will travel up to 50% of the time to project implementation areas.
The candidate for the position of Local Capacity Development Manager shall have at a minimum the following qualifications:
Education:
Master’s degree in one or more of the following: public administration, organizational development, project management, education, social work, or another related area. In circumstances where a candidate possesses exceptional relevant experience but lacks a graduate degree, relevant post-education experience will be considered in lieu of a Master’s degree.
Skills and Experience:
At least eight (8) years of experience in organizational capacity development, grants management and/or similar project management (a minimum of 10 years’ experience is required with a bachelor’s degree), preferably on development interventions Niger.
