Consultant to undertake Desk Research and Write Country Strategic Priority Report
Scope of Work:
mothers2mothers (m2m) is an African not for profit organisation dedicated to unlocking the power of women to dramatically improve the health and wellbeing of women, children, and adolescents, with a mission to ensure healthy, thriving families and an end to pediatric AIDS.
m2m does this by employing, training, and paying women living with HIV as frontline health workers to change the lives of other women and families through its peer-based Mentor Mother Model, and providing technical assistance to governments and implementing partners to implement peer-based models.
m2m is currently implementing its peer-based PMTCT/RMNCH model in 10 countries in subSaharan Africa, and seeks to expand its presence in West Africa by bringing its proven model to Nigeria. m2m recruits and trains women living with HIV as Mentor Mothers, supporting other women and their families in their communities to access health services, remain in care, and adhere to treatment.
m2m is undertaking an initiative to develop Country Strategic Priorities (CSP) in each of its implementing countries. This is both a process and a document, supporting countries in applying m2m’s 2022 – 2026 Strategic Plan to the individual country context, priorities, and needs. The CSP will articulate the country’s plans to broaden, deepen, and leap services within the first two pillars (Primary Health Care and Health System Strengthening). This is the overarching framework guiding each country’s role in achieving, and serve as a guide to sustaining and expanding country programming in line with, m2m’s global plan. The CSP document will be used for resource mobilisation efforts, policy advocacy, positioning m2m, and partnership development. The process will also include country stakeholder engagement, to share the global plan, get input/feedback into and buy-in for specific aims for m2m in each country, from government and key in-country stakeholders.
The consultant will conduct desk research to inform the development of Mozambique’s country strategic priorities (CSP); this research will be used by the country team to align m2m’s strategic plan with specific opportunities in country and develop a brief writeup of the context.
In addition, the consultant will be tasked with writing the Country Strategic Priority document for Mozambique (in English and Portuguese).
Tasks to be completed under this scope include:
Review country guidelines/priorities, major donor strategies/priorities, external and internal country-level data on key indicators and summarise the most relevant findings for m2m.
Country guidelines/strategies provided by m2m, with additional country/donor and other materials sourced by the consultant (in line with guide provided by m2m).
Summarise the epidemiological context, challenges affecting the country, primary plans/guidelines influencing m2m’s programming, and donor priorities in Mozambique into a briefing document.
Write Mozambique’s Country Strategic Priority report. The report (approximately 10 pages) will follow a standard outline being used across m2m countries, and a sample provided to the consultant from a completed CSP in another m2m country.

The work is to be carried out from February to May 2024.
Consultants must have excellent written and verbal proficiency in Portuguese and English.
