The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free KidsĀ (CTFK), draws on lessons from tobacco control and its growing experience on other public health issues to support advocacy campaigns around the globe to improve health policies and systems and increase budgets to enhance program delivery and impact. To date, that work includes food policy and cardiovascular health, road safety, immunization, drowning prevention, preventing epidemics, and vital statistics. Ā Ā
GHAIĀ providesĀ funding to civil society organizations (CSO) from low- and middle-income countries around the globe, throughĀ grantsĀ agreements that the organizations can win through competitive processes. For those CSO that win grants andĀ receiveĀ financial support, GHAIĀ providesĀ technicalĀ assistanceĀ to run advocacy campaigns to promote the enactment and implementation of lawsĀ and policiesĀ that save livesĀ and protect public health.Ā
Data for Health Program overview:Ā
GHAI is part of the Bloomberg Philanthropies Data for Health (D4H) Initiative, which supports low- and middle-income countries in Africa, Latin America, and Asia and the Pacific to improve civil registration, vitalĀ statisticsĀ and identity managementĀ (CRVSID) systems. Civil registration systems are the systems that register births, deaths, fetal deaths, and other vital events.āÆ Civil registration data is used to produce vital statistics, which are essential for government planning and policymaking; and birth and death registration create and retire an individualās legal identity.Ā
Under the D4H Initiative,Ā GHAIĀ providesĀ technicalĀ assistanceĀ to help countries strengthen theĀ enablingĀ environmentĀ for theirĀ CRVSID systems through (1) legal reviews and reforms, (2) budget advocacyĀ and funding sustainability, and (3) CSO-led advocacy.Ā Ā
In 2024, GHAI plans to scale-up itsĀ CRVS(ID)Ā advocacyĀ support to countriesĀ globally, includingĀ in the East Africa region. This support includes providing technicalĀ assistanceĀ toĀ country governmentsĀ in securingĀ sustainable sources of funding for their systems usingĀ GHAIās Toolkit and Framework forĀ CRVSĀ BudgetĀ Advocacy,Ā advocating for CRVS law and policy reforms, and partnering with CSOs to raise awareness and pressure on decision-makers toĀ investĀ in their CRVSIDĀ systemsĀ and adopt stronger laws and policies.Ā
AboutĀ GHAIās D4H work in Uganda:Ā
As part of the Data for Health Initiative,Ā GHAIĀ has been working closely with government agencies in Uganda since 2021 toĀ analyse the gaps in existing legal frameworks that govern the CRVSID system in Uganda.Ā In 2022, weĀ initiatedĀ scoping and planning for budget advocacy to help secure increased and sustainable domestic investment for successful implementation of CRVSID system reforms in the country.Ā
In 2023, broad supportĀ emergedĀ for pursuit of legal reform aligned with the recommendations of the legal review process.Ā Budget advocacy efforts also advanced, with a target of influencing budgetary allocations from the Government of Uganda in fiscal year 2024-ā25.Ā
About the position:Ā
GHAIĀ seeks an in-country consultant (ICC)Ā toĀ oversee implementation of a budget advocacy strategy aimed at strengthening domestic financing for Ugandaās CRVSID systemĀ by increasing budgetary support to the government agency responsible for civil registration and identity management services.Ā The ICCĀ will advance political engagement with CRVSID prioritization to ensure that legal and policy changes areĀ adopted.Ā The ICC will also support an advocacy campaign to be led by a Uganda-based CSO, with separate funding from GHAI, whichĀ will focus onĀ increasing prioritization of CRVSID on the political agenda,Ā advancingĀ policyĀ and legal reform,Ā and driving public demand for CRVSID services.Ā Ā
The consultant will work in close coordination with government officials and D4H partner organizations as part of a broader program to improve CRVSID systems in Uganda.Ā Ā
In addition,Ā as GHAIĀ scales-up its CRVS(ID) advocacyĀ and technicalĀ support to countries in the East Africa region theĀ coordination role may extendĀ to GHAI programs in those other countries.Ā The ICC should be prepared to travel and manage programs in those other countries whereĀ required.Ā Ā
The consultancy will initially be for 12 months,Ā from 1Ā February 2024 ā 31 JanuaryĀ 2025.Ā
This position is based inĀ UgandaĀ and is open to individuals who live in Uganda and have right to work there.Ā
