The Ministry of Youth, Sport, and Arts (MYSA) is responsible for the development and implementation of Youth, Sport, and Arts development programmes to facilitate realization of their full potential and contribute to their physical and mental well-being. Following the change of Government on 12th August 2021, Parliament issued a Government Gazette Notice number 1123 in September 2021 which spelled out the mandates of the realigned Ministries including the Ministry of Youth, Sport, and Arts. The Department of Arts Development was created for the first time as a separate department in the Ministry of Youth, Sports, and Arts. Zambia has never had a National Arts Policy in its history and therefore the Arts Sector has not only lacked policy guidance but has also been uncoordinated. This has led to minimal impact of the arts sector and its growth in the country to be stunted. The realignment of the Ministry is envisioned to give the arts sector the needed attention for its transformation to a level to which it could effectively contribute to the Gross Domestic Product of the country meaningfully.
The updated and cabinet approved 2024 National Youth Policy was developed through a consultative process with youth to respond to the need for a comprehensive approach to address the multifaceted challenges and opportunities faced by youth, recognizing them as pivotal agents of national development. It emphasizes holistic empowerment beyond economic support, covering social, political, and economic aspects to equip youth with the necessary skills, health, and resources for their full participation. Building on past efforts and lessons learned, the policy aims to enhance legal and institutional frameworks, improve access to education, health, and employment, and ensure inclusivity. By adopting a cross-sectoral approach and focusing on both the immediate and long-term needs of youth, the policy seeks to create an environment where youth can thrive and significantly impact societal progress and national development. The 2024 National Youth Policy has been developed under the theme “Accelerating youth participation and empowerment in Zambia” The National Youth Week will provide a critical platform for the launch of the 2024 National Youth Policy. Under the theme “Zambia@60 #BeTheChange,”. It is therefore anticipated that the 2024 National Youth Policy will be launched during the week’s proceedings.
