SUMMARY OF THE PROJECT
The SIGRA project aims to advance climate action and inclusive governance in Ghana while applying GAC’s Feminist International Assistance Policy. The project will improve the resilience of Ghanaian citizens, particularly women, girls, and vulnerable groups, through increased investments in inclusive and gender-responsive climate adaptation initiatives. Activities include the delivery of technical assistance and support to strengthen governance and national systems with key central level Ministries, Departments, and Agencies while providing direct grants to five Districts funding local gender responsive climate adaptation projects. SIGRA will also support regional government stakeholders in the Northern and Volta regions and strengthen the ability of targeted Districts to plan, implement, and report on climate adaptation initiatives. Activities will further involve strengthening the participation, voice, and influence of women led CSOs in government decision-making, including on climate adaptation.
SUMMARY OF THE POSITION
As part of the implementation of the SIGRA project, a Performance Measurement Framework (PMF) comprising 63 indicators has been developed. It is in this context that the SIGRA project intends to recruit a service provider to develop and operationalize an IT database for the secure collection, centralization, and analysis of data in line with the project’s performance measurement framework indicators.
KEY RESPONSIBILITIES
– Develop and maintain a cloud-based database to integrate and monitor all the indicators of the SIGRA project.
– Select a platform that is compatible with standard data collection tools using tablets or phones. The service provider will ensure the development of the database and its functionalities using Open-Source technologies, not requiring acquisition costs.
– Implement a data validation process in accordance with the technical approaches and specifications defined by the SIGRA project.
– Integrate functions that provides data privacy and security and assign different permissions according to the role of users (data entry versus validation and management).
– Integrate functions into the platform allowing the calculation of project indicators from the data collected. Integrate an interactive function and interfaces for intuitive data analysis by project staff including data disaggregation (sex, geographical, intervention type, disability among other parameters) and export functions to Excel for analysis of data and indicators.
– Train project staff to use the system.
EXPECTED RESULTS
– The database is developed, deployed, operational and accessible online (web hosting).
– All technical specifications and functions defined by the SIGRA project are integrated.
– Project indicators available data, including that of the baseline study, are integrated.
– The users designated by the project are trained and able to use the delivered functionalities. A user manual is developed and shared for project staff use.
JOB REQUIREMENTS
Education: Graduate degree in Computer Engineering, Information System, Software Engineering, Economics, Statistics, or other equivalent qualifications.
Minimum Experience: Firms or individuals applying must demonstrate experience and capabilities in the following areas:
– At least five (05) years of experience in database design, development, and administration.
– At least three (03) references related to the development of databases for public or private organizations, NGOs, and/or international development projects.
– Good knowledge of Monitoring and Evaluation frameworks.
– Experience in training staff on IT tools.
– CVs of key personnel (A Lead Developer and Developer-IT Support for conducting the assignment

Language Proficiency: English
Employment Conditions: Part time contract. The tentative duration of the mandate is estimated at thirty (30) working days spread over a period of two (02) months, from the date of signature of the contract.
