Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

In 2006, CHAI was invited by the Government of Liberia to partner in scaling up the national care and treatment plan for Liberians living with HIV/AIDS. Since then, CHAI has developed a strong relationship with the Ministry of Health (MOHSW) and supports efforts to improve systematic challenges, such as supply chain management and health financing, as well as programmatic efforts focused on HIV/AIDS, malaria, and maternal and neonatal health.

Over 200 million women around the world have an unmet need for family planning, indicating they would like to stop or limit childbearing, but do not have access to methods to do so. Increasing access to family planning has the potential to reduce maternal and infant mortality, reduce the number of deaths due to unsafe abortion, and improve the health outcomes of women and families overall.

Long-acting and reversible contraception (LARC), including implants and IUCDs, are highly effective family planning methods. Following dramatic price reductions for implants negotiated in 2013, CHAI is collaborating closely with Ministries of Health to coordinate safe, rapid, and evidence-based scale up of LARC services to enable complete method choice. CHAI’s work focuses on helping Ministries conduct and utilize analyses of human resource (HR) needs and supply chain performance to identify and cost gaps, plan programming to address these gaps, coordinate targeted implementation and follow-up, and monitor and troubleshoot LARC scale-up.

In Liberia, CHAI is working with the Ministry of Health (MOHSW) to ensure a coordinated approach to improving HR deployment and the supply chain for family planning. CHAI is looking for a Family Planning Analyst to provide support to the MOHSW to assemble, organize, and analyze data, generate evidence, plan programs, and coordinate partners to rapidly and efficiently expand access to family planning services, including LARC.The Analyst will be based in-country and will report to the Country Program Manager. Occasional travel in-country will be required. The Analyst will work very closely with the MOHSW, interacting on a regular basis with donors and implementing partners, to perform the analysis needed to inform a rapid, effective, government-led plan for expansion of implant services. The Analyst must develop a thorough understanding of the family planning supply chain and service delivery systems and stay up to date on issues of interest in the space. He or she must be able to work and solve problems independently, while also sustaining strong collaborative relationships within the MOHSW. Strong quantitative and analytical skills are pre-requisites for this position.

Support the MOHSW to improve forecasting and supply chain management by utilizing facility-level consumption and stock status data available through Liberia’s Logistics Management Information System (LMIS)
Strengthen the existing paper-based Logistics Management Information System to improve reporting rates while supporting the MOHSW to move towards an automated system
Support the MOHSW to coordinate the process of resuming FP programs, including regular in-service LARC trainings, re-establishing Technical Working Groups, contraceptive days and supportive supervision.
Support implementation of the Interim Approach to improve FP commodity availability at facility level and reduce stock outs. In addition, support the MOHSW to merge the emergency supply chain processes and systems developed during the Ebola emergency with the existing system to ensure a more resilient and sustainable supply chain system post-Ebola emergency.
Provide technical support to the MOHSW (SCMU) in the development of a long term strategy for sustainable, efficient commodity distribution system that ensures FP commodities are available at the facility level building on the successes of the current Interim Approach mechanism.
Support MOHSW to track and analyze human resource and service delivery capacity for family planning and support the MOHSW to coordinate partners to deploy both donor and government training and mentoring resources more efficiently to fill gaps.
Represent CHAI and forge strong relationships with key stakeholders in the family planning space, including the government, major donors, and NGO partners.
Attend all Reproductive Health Commodity Security meetings and relevant TWG meetings
Keep up-to-date on major programs and initiatives that may impact commodity requirements for contraceptive implants
Coordinate directly with other CHAI teams (including Supply Chain and Maternal and Neonatal Health) to streamline CHAI’s support to the Liberian government
Other responsibilities to support the CHAI country team, as identified by CHAI Liberia leadership

Proven record of effective program coordination, planning, and strategy development, preferably in reproductive health

Strong organizational skills
Excellent problem solving, analytical and quantitative skills
Ability to translate large and complex data sets into well-written and clear reports, charts, pivots, and compelling PowerPoint presentations to inform decision-making
Strong diplomatic and interpersonal skills, and ability to build strong professional relationships with diverse stakeholders
Comfortable interacting with high level partners and senior government officials;
Ability to handle multiple work streams in parallel, set priorities, and work independently with limited supervision
Experience with applied quantitative data analysis and use of data for decision-making and program planning
Self-motivated and able to work under pressure
Proficiency in MS Word and Excel
Willingness to travel domestically

Experience:

Bachelor’s degree or equivalent plus relevant work experience within a demanding and results-oriented environment
A minimum of 2 years of experience in a rigorous private or public position, with increasing levels of responsibility and leadership
