Hoffnungszeichen | Sign of Hope e.V. (SoH) is announcing an open tender procedure for consultancy services for a final evaluation in DR Congo.
Background and Rationale
Hoffnungszeichen | Sign of Hope e.V. (SoH) is a Christian motivated organisation for Human Rights, Humanitarian Assistance and Development Cooperation. From its base in Constance, Germany, SoH is committed to helping those in distress and exploited people worldwide.
This final evaluationis commissioned under the German Federal Ministry for Economic Cooperation and Development (BMZ) budget for development projects run by private organisations.
SoH is the private German executing agency and the contracting party, with Humana People to People Congo (HPP-Congo)being the local implementing partner.
HPP-Congo has been active in DRC since 2006. HPP-Congo intervenes in the areas of agriculture and food security, environmental protection, education with a focus on teacher training and vocational training, health with a focus on HIV/AIDS, tuberculosis, malaria and family planning, as well as holistic community development.
The aim of the project is to overcome the chronic food insecurity of 28.000 direct beneficiaries in Sud Ubangi through measures to increase productivity through training in sustainable management and climate-friendly farming methods, the development of small animal husbandry, support for the creation of jobs outside traditional agriculture and training of the local population in the management of natural resources such as water.
Purpose, Objectives and Use
The purpose of the evaluation is to provide SoH and HPP-Congo with a comprehensive assessment of the project, conducted systematically and impartially, as well as analyse the implementation and results of the project, propose actions to ensure sustainability of the results, identify lessons learned and information for potential future projects. The study will provide concrete, credible and practical recommendations that will assist with the timely incorporation of the findings into the decision-making process and contribute to the organisational learning of both implementing organisations.
The study will support the project quality assurance measures implemented by SoH and meet the donor requirements towards the development projects implemented by German private organisations.
The evaluation will address evaluation questions based on the standard OECD/DAC evaluation criteria of relevance, coherence, effectiveness, efficiency, sustainability, and impact (please see https://www.oecd.org/dac/evaluation/revised-evaluation-criteria-dec-2019.pdf). The objectives of the evaluations are to:

The Evaluation Consultant will work in close cooperation with the responsible SoH Officer and the local implementing partner.

The study team will take all reasonable steps to ensure that the study is designed and conducted to respect and protect the rights and welfare of the people and communities involved. Furthermore, the study should be aligned to the following standards and applicable practices:

Process/Timeframe
The total duration of the assignment is up to 21 working days plus 4 travel days (travel route Kinshasa-Gemena-Dongo-Kinshasa) within the period of July/August 2024.
Planning meeting with SoH (remotely), handover of relevant documents 1 day
Initial document review and inception report preparation 3 days
Sharing inception report with SoH and HPP-Congo 1 day
Finalisation of inception report 1 day
Data collection site visit to a project location 5-7 days

Academic Background
An advanced level university degree (Masters’ degree or equivalent) in social sciences, public administration, international development studies, law and/or another similar field. A first-level university degree in combination with additional years of qualifying experience may be accepted.
The Evaluation Consultant is to be independent and impartial with no liabilities to any other organisation or government entity regarding this evaluation.

Bids received after deadline will not be considered. If offers are incomplete, bidders may be able to hand in missing documents within a deadline upon request by SoH.
The selection of the consultant will be conducted jointly by HPP-Congo and SoH. Interviews with shortlisted candidates will be held online in the week of May 13th-17th, 2024.
The consultancy agreement will be set up by SoH and HPP-Congo. Consultancy agreements set up by auditors won’t be accepted.
