Deputy Chief of Party – USAID – Strengthening Local Health Systems (Uganda) Full Time

We are currently looking for Deputy Chief of Party for the anticipated, five year, USAID-funded opportunity aimed to strengthen local health systems in Uganda namely, USAID Strengthening Local Health Systems in Uganda. The Deputy Chief of Party (DCOP) will be responsible for the overall technical oversight of the project deliverables to USAID.

 Job Description

• S/he will report to the COP and will take a leadership and managerial role in ensuring technical implementation of high impact, proven interventions, and ensuring the activity meets stated goals and reporting requirements.
• S/he will be responsible for operationalizing all aspects of the implementation of technical activities.
• Working closely with the Director of Finance and Operations provides oversight over the operations of the project in administration, logistics and ensure that all procurement processes are fair and transparent, reviewing financial compliance, and monitoring financial processes of sub-contractors.
• The DCOP must ensure  Project implementation is in accordance with USG regulations and procedures and as per the specifications determined
  in the Cooperative Agreement.
• S/he supports the COP, acts on his behalf as when required, and carries out any other tasks assigned by the COP to ensure proper management of the Strengthening Local Health System Activity.

• Master’s degree or other advanced degree (PhD, MD, MBA) in public health; health systems strengthening; health finance and budgeting; and relevant fields such as development studies, social sciences, management et cetera.
• Minimum of 8 years of progressive experience in a senior role managing large, complex, and integrated USAID-funded programs of similar scope.
  Previous experience working on USG funded programs with similar health objectives.
• Proven track record  in managerial and leadership roles; planning, and decision making.
• Demonstrated ability to work collaboratively with government ministries and departments, donors, the private sector, and community organizations to advance health objectives.
• Excellent interpersonal, writing, and English language oral presentation skills.

Desired Qualifications:

• 5-10 years experience working with health system strengthening interventions in Uganda, and specifically in the areas of health financing, human resources for health, health information systems, and community health
• Strong leadership, collaboration and stakeholder management skills, involving working with national and sub-national government structures.
• Previous experience working with USAID implementing partners is strongly desired.
• Professional relationships with the senior leadership of key stakeholders in Uganda, including the Ministry of Health, USAID IPs, Global Fund PRs are desired.
• Excellent understanding of the Uganda Health Sector Strategic Plan and Uganda National Development Plan III.
