Service Title: Gender and Violence Technical Advisor
Place of Performance: Kampala, Uganda
Service Objectives:
The objective of this position is to provide technical advice, program support, and guidance on violence against children surveys (VACS) and gender-based violence and HIV programming among children, adolescent girls and young women in Uganda and other PEPFAR countries as needed.
Task Requirements:
Under this task order, the contractor will independently provide technical support services to the Centers for Disease Control and Prevention (CDC) in Uganda related to gender and violence-related program activities. The task requirements for the three main technical areas are outlined below:
Technical and Program Support for Gender Activities:
• Support field testing and implementation of tools and activities focused on preventing and responding to violence against children and GBV and participate in a weekly call with Gender HQ team and the Uganda Country Office Gender staff.
• Participates in activities related to planning, implementation, monitoring and evaluation of gender activities in Uganda as requested by the HQ Gender Team and the Uganda Country Office Gender staff.
• In consultation and collaboration with DREAMS Uganda Technical Lead at CDC HQ and the DREAMS Lead at CDC in Uganda, support DREAMS programming implementation and evaluation in Uganda priority areas.
Technical Assistance and Program Support for INSPIRE:
• Provide technical assistance for the implementation of INSPIRE in Uganda and work to ensure coordination with the Uganda Country Office DREAMS and gender programming.
• Provide technical advice, assistance, and guidance to PEPFAR country teams through on-site visits, teleconferences, and email for the implementation of evidence-based INSPIRE programming in selected DREAMS districts.
• Provide technical assistance with process evaluation and initial outcome evaluation of INSPIRE implementation.
Technical Assistance for Violence Against Children Surveys:
• Support various tasks related to Violence Against Children Surveys (VACS) planning, implementation, and reporting for PEPFAR VACS and participate in weekly call with VACS HQ team.
• Serve as subject matter expert (SME) to assist trainers with understanding key concepts and historical knowledge of implementing VACS to promote south to south sharing among PEPFAR countries.
Minimum Qualifications and/or Certifications:
• Master Degree in Public Health with a focus on Epidemiology and Global Health
• At least five years of experience working with international violence against children surveys
• At least five years of experience working with HIV and violence overlap and exposure to gender programming and training
• Prior experience working in Uganda (required) and other sub-Saharan African countries (preferred)
