The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return and displacement. NRC currently operates an integrated programme focused on the five core competencies: Education, Shelter, Food Security, WASH and Information, Counselling and Legal Assistance (ICLA). Since the sharply deteriorated security and humanitarian situation in South Sudan mid-December 2013, Large-scale displacement and increased humanitarian needs have been reported. NRC is currently operational in Central Equatoria, Northern Bahr el Gazhal, Warrap, Eastern part and Unity states. NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. The Logistics and Administration Manager is responsible for providing overall management of logistical and administrational matters within the South Sudan programme and reports to the Country Director

Job description

· Implement NRC’s logistical and administrational systems and procedures at national level

· Ensure that transport, vehicle and asset management, procurement and other logistical processes take place in compliance with Logistical Handbook and donor requirements

· Personnel management of the logistics and administrational team at country office

· Training, development and internal “audits” of logistics and administrational teams in all offices

· Training of line managers with logistical responsibilities

· Ensure anti corruption, transparency and cost efficiency focus in procedures and trainings

· Establish filing systems/archives according to NRC standards in all offices

· Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers

· Regular analysis and reports

· Develop logistic and administrative procedures and systems for a robust emergency response.

Qualifications

· Minimum 3 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context

· Experience from working in complex and volatile contexts

· Documented results related to the position’s responsibilities

· Knowledge about own leadership skills/profile

· Fluency in English, both written and verbal

· Valid driver’s license
