Chemonics seeks a management information systems (MIS) advisor based in Conakry, Guinea, to support the USAID Global Health and Supply Chain Program – Procurement and Supply Management (GHSC-PSM). PSM will be the primary vehicle through which USAID procures and provides health commodities, provides technical assistance to improve partner countries’ management of the supply chain, and collaborates with key international stakeholders to support global health initiatives. The Guinea office will work under two of the project’s task orders (the U.S. President’s Malaria Initiative and Population and Reproductive Health) to provide commodities, supply-chain technical assistance, and waste management assistance. The MIS advisor will assist the senior MIS advisor with development and implementation to facilitate the Pharmacie Centrale de Guinee’s computerization, support logistics MIS functions, and provide technical support to the logistics management unit. Additionally, the MIS advisor will serve as the project office’s IT specialist, providing technical expertise when needed. Responsibilities include:
Assist with the management of MIS-strengthening activities to support GHSC-PSM in Guinea
Assist with designing software solutions to strengthen the availability of information and, in turn, support decision-making
Help develop and implement a training program to improve the use and analysis of available data
Provide technical assistance in other technical areas relevant to MIS
Provide on-the-ground monitoring; document progress toward achieving project results in Guinea using performance indicators
Develop and manage user training
Update and maintain all technical documents related to the project
Identify new technologies, functionality, and hardware to continuously refine PSM’s strategy and solution portfolio and, in turn, promote sustainability and interoperability
Promote standards for IT systems that PSM supports to help achieve the interoperability of relevant systems, including the global PSM MIS
Assist with developing project/country work plans, monitoring progress toward the work plan deliverables, and meeting reporting requirements
Identify opportunities and coordinate project work with other partners to address medicine management issues or issues in other relevant areas
Provide technical information services to the GHSC-PSM Guinea project office to facilitate its compliance with all IT requirements and related requirements
Perform other duties as assigned
Qualifications:
Bachelor’s degree and four years of technically relevant work experience in MIS or a master’s degree and two years of technically relevant experience in MIS; additional years of experience in MIS may be considered in lieu of a degree
Relevant IT certifications related to MIS or systems-strengthening activities and a baseline understanding of best practices in project management preferred
Demonstrated knowledge of supply-chain management, logistics systems, data warehousing, business intelligence, and data visualization considerations preferred
History of working with a large, high-performing team of IT professionals to suggest and implement workable solutions
Ability to work with cooperating partners to implement complex programs
Strong skills in diplomacy and public relations
Demonstrated ability to communicate clearly and concisely both orally and in writing
Ability to multitask and prioritize tasks
Demonstrated leadership, versatility, and integrity
