The Monitoring, Evaluation & Learning (MEL) Advisor is responsible for supporting and providing technical guidance in applying project data collection systems and analytic tools development and implementation. S/he will ensure that suitable MEL systems are in place, implemented as intended, and reported on in a comprehensive and timely manner to help program coordinators and managers deliver programs that achieve the desired outcomes/impacts. The MEL Advisor will support the activities of CFYE implementing partners (IPs) and related programme areas of the country office. This will include process and tools development, data collection and analysis, reporting and learning/reflection processes, and evaluation.
·Prepare annual MEL plans, develop quality indicators and Logical Frameworks for all proposals/program documents, within VSO’s MEL framework and processes , for approval by line manager
·Ensure that MEL data (reports, baseline surveys, evaluations, etc.) are easily accessible for project managers, partners, and all stakeholders.
·Check the quality and relevance of data to potentially be uploaded in the outcome deliverables on the online platform (i.e. salesforce)
·Conduct data analysis, synthesis and impact showcasing.
·In collaboration with Implementing Partners, co-design and adjust project MEL frameworks, to support complete, correct and timely reporting.
·Review CFYE’s baseline collection tools, and adapt to create Implementing Partner-specific versions to accommodate the project context of each Implementing Partner
·Lead and supervise project database development, analysis, and interpretations. Feedback any challenge to line manager.
·Conduct Data Quality Assessment (DQA) with each CFYE Ethiopia Implementing Partner based on existing understanding of the project data quality risks and supplemented by an additional site visit as required. Feedback any challenge to line manager.
·Analyse data and prepare reports on research findings for all concerned bodies to support decision-making.
·Contributes with line manager to the design and contextualization of MEL systems in VSO Ethiopia programs (Make Way and IPDHE) with guidance from the consortium and Project Manager respectively
Manage research to provide inputs for program design with the collaboration of project managers, to support decision-making.
Competencies and Behaviour
·Relevant MEL knowledge, skills and experience working in an NGO environment, preferably in INGO sector.
·Data synthesize and analytical  skills.
·experience in data visualisation software such as salesforce, Zoho Analytics and Microsoft PowerBI (desirable)
·Applicants must have experience using both qualitative and quantitative data collection/research techniques.
·Applicants must have demonstrable experience supporting programme partners to develop and apply MEL processes and tools
·Substantial experience with data analytics and coding, providing hands-on, in-depth skills in the use and management of qualitative and quantitative data collection, participatory methodologies, analysis, and reporting.
·Proficient in English (verbal and writing skills).
·Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently.
·Experience and awareness of commitment to gender & social inclusion in research, monitoring and evaluation processes.
·Demonstrated ability to effectively convene, coordinate and communicate with a diverse range of stakeholders.
·Able to work well with a variety of individuals in a cross-cultural setting.
