Job Description:

The Technical Director (Health Systems Strengthening) will be responsible for:

• lead the development of the project workplans
• Designing  interventions to strengthen the four key workstreams of health care financing, human resources for health, health information systems and community health systems.
• Provide technical oversight of and designing strategies for effective implementation of maternal, newborn, and child health strategies; family planning; nutrition; and tuberculosis policies, strategies, guidelines, and standards.
• Collaborate and coordinate among key stakeholders including the Ministry of Health, civil society, private sector, and other donors.
• S/he will be responsible for developing technical contents, strengthening systems that deliver quality health services, improving monitoring, supervision, and reporting efficiencies.
• The Technical Advisor will lead the design and implementation of activities to reach the project’s goals and therefore should be well acquainted with the current national strategies to address each of the four thematic areas of the health system being strengthened by this project.
• S/he will establish relationships with key stakeholders among other USAID IPs, GoU ministries and departments and any other development partner organizations in order to inform the development and implementation of harmonized interventions that complement and learn from each other.

•  Master’s degree or other advanced degree (PhD, MD) in public health; health systems strengthening; health finance and budgeting; and relevant fields such as development studies, social sciences and such relevant fields.
• Minimum of 8 years’ progressively experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value.
• Previous experience working on USG programs or other donor funded programs with similar health objectives.
• A proven track record in planning, and decision making.
• Experience collaborating with Governments, Donors, Private Sector, and Community Organizations to advance health objectives
• Excellent interpersonal, writing, and English language oral presentation skills.

Desired Qualifications:

• Eight years’ experience working in leadership positions in Uganda’s health sector, specifically in strengthening health systems.
• Strong leadership skills, and stakeholder management skills.
• Previous experience working with MOH and USAID projects is highly desired
